About BDUA

Earthquakes are a major natural risk in Albania. Although important seismic events are rare, they can occur at any time and affect any region of the country.

It is important that institutions at central, prefecture and municipal levels must cooperate to support the affected region. The same applies to the evaluation of buildings. When many buildings in a region suffer significant damage, society faces a particular challenge. The aim of BDUA campaign is to prevent people physical injury resulting from the collapse of buildings during aftershocks and to ensure the number of people temporarily accommodated is kept to a minimum.

The BDUA framework aims to ensure the collaboration between structures in different levels part of civil protection system by standardising the method of post-seismic building assessment. The method for building assessment presented in the technical manual aligns with National Civil Emergency Plan and best international practices. 

The technical manual is a supporting document to guide experts to fill in the BDUA form during building assessments. The Building Damage Assessment Form and Manual, along with the National Operating Manual (NOMA), will be part of the sublegal act package for civil protection, in Albania.
