Graduated from the University of Tirana, Faculty of Civil Engineering.
Department of Construction, with the title of Engineer in Civil and Industrial Construction, in 1991.
With over 25 years of experience in the field of construction, including implementation, design, and supervision, both in the private and public sectors.
Started working at the Institute of Construction in September 2006 as a Specialist at the Directorate of Technical Standards and Opponencies.
From April 2015 – October 2016 – Head of the Opponencies Sector at the Directorate of Technical Standards and Opponencies at the Institute of Construction. In this position, in addition to carrying out technical opponencies, she conducted the Technical Control of every technical opponency issued by the Institute of Construction.
From October 2016 – Director at the Directorate of Technical Standards and Opponencies at the Institute of Construction.
The scope of activity of the Directorate of Technical Regulations and Opponences
- Carrying out research, scientific, applied, developmental, study, and design activities in the field of construction.
- Carrying out scientific activities for third parties, such as: performing technical opponencies for construction projects with an estimated value over 100 million ALL, as well as Technical Opponencies for construction additions beyond the Building Permit approved by the Regional Technical and Expert Councils (KRRTs or KRRTRSH), conducting expertise of construction objects, engineering works projects, preparation of construction project designs, and preparation of cost estimates.

- Sector of Technical Opponencies
Sector of Technical Standards:
It bases its activities on Law No. 8402 dated 10/09/1998 “On the Control and Regulation of Construction Works,” Article 6; and on Decision of the Council of Ministers No. 68 dated 15.02.2001 “On the Approval of Standards and Technical Conditions for the Design and Implementation of Construction Works.”
Activities of the Sector:
- Maintaining continuous communication with the General Directorate of Standards (DPS) to follow and stay informed about the ISO Standards approved and reflected in the Albanian Standards Catalogue.
- Cooperating with Technical Committees (DPS) for the approval of ISO Standards, providing assistance in this process.
- Selecting study topics that serve the field of design and implementation in the construction sector, adopting European Technical Standards (Eurocodes), and developing them after approval by the Ministry of Infrastructure and Energy (MIE).
- Prepares Technical Rules (KTP & KTZ)
- Organizes and leads qualification courses.
Opponence Sector:
Its activity is supported by Article 6 of Law No. 8402, dated 10/09/1998, “On the Control and Discipline of Construction Works”; by Council of Ministers Decision (VKM) No. 1055/2010, “On the Establishment of Technical Peer Review for Construction Project Designs”; and by Order of the Ministry No. 197, dated 09.10.2014, “On the Approval of the General Terms of the Agreement for Conducting the Technical Peer Review for Construction Project Designs,” as amended by Order No. 243/2019.
Activities of the Sector:
- It conducts the technical peer review of implementation projects for all construction projects with an estimated value over 100 million lekë, with state (public) investment, as the sole institution legally recognized by the Ministry of Infrastructure and Environment (MZHUT) for this purpose, according to Order No. 197, dated 09.10.2014, of the Minister of MZHUT, as amended by Order No. 243/2019, such as:
- For social-cultural buildings, hospitals, schools, industrial buildings, etc.
- For the study and design of roads of various categories, bridges and tunnels, art structures, etc.
- For Hydroelectric Power Plants (HPPs)
- For the study and design of high-voltage power lines
- For the study and design of various engineering networks (water supply, sewerage, gas pipelines, etc.)
- For Landfills
- It conducts the technical peer review of construction projects with an estimated value over 100 million lekë with private (non-public) investment, such as:
- For multi-story residential and service buildings with a reinforced concrete structure.
- For geological engineering and hydrological studies
- For studies of quarries for the production of construction aggregates and riverbeds, etc.
- It conducts the technical peer review for construction projects that have been realized with additional built-up area beyond that which was approved by the Building Permit, based on Law No. 9482, dated 03.04.2006 (with amendments), "On the Legalization, Urban Integration and Integration of Constructions Without a Permit".
- It conducts the technical peer review for the Project-Reconstruction of public (state) buildings.
- It conducts technical expertise of state (public) and private (non-public) buildings.
